OpenProject is the fuller product and the one with a support contract to buy; its paid editions start at 25 users. Redmine is lighter, older and completely free, and expects you to bring your own operational skill.

What the free edition includes
OpenProject's Community edition covers work packages, Gantt charts, agile boards, time tracking, wiki, forums, custom fields, workflows, permissions, API access and repositories. Redmine covers issue tracking, Gantt charts and a calendar, wiki and forums, time tracking, custom fields on several entity types, and repository integration. Both are free to run.
What you can buy
OpenProject sells Basic at €5.95, Professional at €10.95 and Premium at €15.95 per user a month, with minimums of 25, 25 and 100 users, and a quoted Corporate edition from 250 users. Redmine has no vendor and no paid edition. Support comes from third parties or from your own team.
Choosing between them
If the organisation needs someone to call, OpenProject has an answer and a price for it. If the requirement is simply that the tool runs on your own server and costs nothing, Redmine has done that under the GNU General Public License v2 for two decades.
